The merchants of Florin Mall in Sacramento were justifiably gun-shy about publicity after a rash of robberies and gang violence on the property covered extensively by the media stigmatized the mall as unsafe. A swift and substantial crisis response was necessary to restore the mall's reputation. The best mall safety strategies from across the country were researched and implemented. Next, the mall hosted a series of community safety forums for local businesses, schools and churches. After this groundwork was completed, mall officials then scheduled briefings with every local media outlet to encourage fair, unsensationalized coverage of any future mall problems. And finally, for the busy holiday season the mall contracted with Sheriff's deputies to patrol the parking lots on horseback -- a highly visible, non-threatening security measure welcomed both by shoppers and the media.
